I have never heard of such a thing. I was always taught that eagles give their feathers when they are ready to, it is their choice who gets them. It never occurred to me that people actually TAKE them by force. The thought of that would creep me out. My feathers are from birds still living that I even see to this day, every so often. I wouldn't even want a feather from a dead bird. That would be like someone cutting off a lock of my hair from my corpse after I die.
